Bill's tenure with the HBAI began in 1989 as Director of Governmental Affairs. Prior to coming to the HBAI, he was Issues Development Specialist for Illinois House Speaker Michael J. Madigan, focusing on local government, transportation, agriculture, and rural healthcare. He also worked on several state and federal political campaigns from 1980 to 1988. Bill holds a Bachelor of Arts in Speech Communications from Southern Illinois University.

Chris comes to HBAI with a solid background of legislative staff experience. While serving at the HBAI, Chris has been a liaison to the House Committees on Labor, Smart Growth, Computer Technology, and Higher Education, and has lent his talents to key state legislative campaigns, including the Illinois gubernatorial race in 2010. Chris holds a Bachelors of Arts in English from Wabash College. Savayna DeClerck Savayna (pronounced 'Savannah') DeClerck came to HBAI in April 2011 with exceptional operational skills and a passion for efficiency and effectiveness. Having taken to her new role quickly, Savayna is already turning her eye toward new ideas to support the financial picture, membership recruitment and etention, and the overall work of the HBAI going forward. Savayna earned her Bachelor of Business Management from Robert Morris University.

Cindy Konys joined HBAI in January 2011. She comes with a 24+ year career in marketing and communications, having worked in education recruitment and retention, arts development, insurance and financial services, in global communications at Caterpillar and enterprise-wide communications and change management at State Farm, among others. Cindy holds a Bachelor of Arts in English and a minor in Communications from Bethel College in North Newton, Kansas. She also has a degree in Commercial Photography from the Ohio Insitute of Photography and Technology in Dayton, Ohio. |





Bill Ward is Executive Vice President & Director of Governmental Affairs for the Home Builders Association of Illinois. He is the chief administrative operating officer of the association and is also in charge of all state legislative activities conducted by HBAI.
Chris Davis joined the HBAI team in January of 2005 as Assistant Government Affairs Director. Chris monitors, researches, analyzes, interprets and executes all housing related policies and practices before the Illinois General Assembly, the State of Illinois and regulatory agencies. He specializes in labor and environmental policy.
