elected officials and candidates committed to the future of the housing industry in Illinois.

Small Investment Big Savings
An investment into the IHBPEC is a sound business
decision that reaps big rewards. Where else can you invest so little and get so much back annually on your
investment?
While dozens of PACs in Illinois have surpassed the $250,000 mark in PAC contributions, the home construction
industry gambles each year with a budget that rarely exceeds $125,000. Ask yourself, does this seem
like an appropriate amount of insurance for an industry responsible for 5% of the states economy? The answer
is NO.
What price would you place on the cost of these proposals
that were defeated by HBAI?
Builder Deposit Act: Requires all new home purchase
deposits to be placed in escrow. (SB1212, 2003, Geo-Karis)
Elimination of Builder/Lender Relationships: Builders
could no longer have any professional relationship with
lenders processing the mortgage on a new home.
(HB1061, 2005, Osmond)
Elimination of Real Estate License Exemption: New
home sales personnel must have real estate license if
working 30 hours or more per week. (HB4960, 2005,
Brauer/Saviano)
Truth in Employment: Mandates contractors to report
the hiring of a subcontractor to the Department of
Revenue within 3 days. (HB2137, 2005, Hoffman)
NPDES permits on septic systems: $500 permit fee and
a probable 90-day wait on permits for homes using private
sewage disposal systems. (HB4132, 2004, Slone)
Impact Fees for Virtually Everything: Fees could be
used for the construction of all local government
facilities and funds can be used for services, salaries,
and day-to-day operations. (HB3909, 2004, Kurtz)
These bills are a small sample of well-intended ideas
that could have cost you thousands of dollars or even
run you out of business.
A minimum contribution of $100 from each member
would put the housing industry in a stronger position to
operate a pro-active political and legislative program.
This targeted amount would raise $400,000 in PAC
funds which could provide big dividends for you and
your company.
If you are a part of the home construction
industry in Illinois, a
contribution to the Illinois Home
Builders Political Education
Committee should be an essential
component of your overall business
strategy.
