William A. Ward

Director, Governmental Affairs
 Bill Ward was named the
Executive Vice President & Director of Governmental Affairs
for the Home Builders Association of Illinois on November 1, 2008. He is the chief
administrative operating officer of the association and is also in charge of all state
legislative activities conducted by HBAI.
Bill has worked at HBAI since 1989 as Director of Governmental Affairs. Prior to his
employment at HBAI, he was employed by Illinois House Speaker Michael J. Madigan as
an Issues Development Specialist in the areas of local government, transportation,
agriculture, and rural healthcare.
Bill worked on several state and federal political campaigns from 1980 to 1988.
Bill majored in Speech Communications at Southern Illinois University.

Chris Davis
Assistant Director, Governmental Affairs
 Chris Davis joined the HBAI team in January of 2005 as Assistant Government Affairs Director. Chris
monitors, researches, analyzes, interprets and executes all housing related policies and practices
before the Illinois General Assembly, the State of Illinois and regulatory agencies. He specializes
in labor and environmental policy.
Chris comes to HBAI with over 5 years of Legislative Staff experience. While on staff, Chris served
as a liaison to the House Committees on Labor, Smart Growth, Computer Technology, and Higher Education.
Chris was granted a Bachelors of Arts in English from Wabash College.

Stephanie Spann
Director, Finance & Member Benefits
 Stephanie Spann became a
member of the HBAI team in July 2006. She is responsible for all
accounting operations related to the association and the Illinois Home Builders Political
Education Committee (IHBPEC). She manages all member benefits programs and maintains the
association's website.
Stephanie has more than 20 years experience in a professional office setting, which includes
almost 10 years in home building or related field offices.
Stephanie has an Associate of Science in Accounting. She also earned a Bachelor of Arts in
Management along with a minor in Management Information Systems from the University of
Illinois in Springfield.
